BACKGROUND TO THE ROLE:
KARINA is the humanitarian arm of the Bishops' Conference of Indonesia based in Jakarta and is officially considered as a member of the Caritas Internationalis confederation. Established in mid-2006, it recently completed its first strategic planning in early 2008. One of the results of the strategic planning is the identification of three main divisions: Program Division, Support Division and Total Quality Management Division. KARINA acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops' Conference of Indonesia.

1. Job Title: Program Coordinator (Location: Jakarta)

DECRIPTION OF THE DIVISION:
The Program Division is comprised of four areas: Disaster Risk Reduction/Emergency Response Program, Capacity Building, Communications and Community Empowerment.

REPORTING TO:
The Program Coordinator will report to the Executive Director.

CONTRACT DURATION:
The contract will be for a one-year period.

KEY RESPONSIBILITIES:
The Program Coordinator is responsible for the overall effective and efficient coordination and management of all KARINA programs in Indonesia. In addition, he/she must ensure best practices in all program areas with a strong commitment towards Caritas Internationalis' principles and values and an understanding of the role of the Catholic Church in emergency and development activities.

TASKS:
Program Management:
a. Develop and manage the planning, implementing, monitoring and evaluation of all programs (Disaster Risk Reduction, Emergency Response Program and Capacity Building),
b.Responsible for proper planning of proposal budgets and financial disbursement of projects,
c. Responsible for finalizing reports for all programs/projects,
d. Advise programs officers on the policy of the program under his/her responsibility,
e. Oversee and support the program officers to ensure high quality of project deliverables and timely submission of reports,
f. Ensure that the program is implemented in a gender sensitive and participative way,
g. Responsible for identification and formulation of new projects,
h. Responsible for acquisition of external funding,
i. Regular and consistent communications and updating of project development with member donor partners, as required,
j. Ensure the program is implemented in accordance with Caritas' Guiding Values and Principles, and
k. Perform any other tasks related to program management, planning and implementation.

Representation:
a. Establis and maintain contacts with donors, local and international NGO's and relevant UN agencies, and
b. Liaise and co-ordinate with Caritas partner organizations.

KNOWLEDGE, SKILLS and EXPERIENCE:
Essential
a. Experience in program management, in particular related to disaster risk reduction, emergency response and capacity building,
b. Sets clear performance goals and standards, execute responsibilities accordingly,
c. Good understanding of humanitarian response program principles and challenges,
d. Substantial experience in the management of large humanitarian operational programs (including health, shelter, livelihood, NFI, logistics, finance, human resources) and understanding of relevant issues,
e. Well developed written and reporting skills, and experience in reporting on international relief and development program,
f. Excellent communication and inter-personal skills, relationship building, leadership, diplomacy, tact and patience,
g. Fluency in both English and Bahasa Indonesia, both written and orally,
h. Excellent written and oral communication skills,
i. Relevant tertiary degree,
j. Experience and knowledge of managing development funds including submitting proposals, reporting on and acquitting of funds,
k. Experience of capacity building and mentoring of local partners,
l. A commitment to work within the principles and values of Catholic Social Teaching,
m. Ability to work independently, and
n. Familiarity with teh Not-for-Profit and the Catholic sector.

Desirable Qualifications:
a. Knowledge of Microsoft Office suite of programs,
b. Experience working with the Catholic Church network in Asia, and
c. Understanding of strategies for working with the poorest, marginalized and most vulnerable.



2. Job Title: Support Division Coordinator (Location: Jakarta)

DESCRIPTION OF THE DIVISION:
The Support Division is comprised of three areas: Finance, Fundraising, HR and Administration.

REPORTING TO:
The Support Division Coordinator will report to Executive Director.

CONTRACT DURATION:
The contract will be for a one-year period.

KEY RESPONSIBILITIES:
The Support Coordinator is responsible for the overall effective and efficient coordination and management of KARINA's Support Division. In addition, he/she must ensure best practices in all program areas with a strong commitment towards Caritas Internationalis' Principles and Values and an understanding of the role of the Catholic Church in emergency and development activities.

TASKS:
Management:
a. Manage the planning, implementing, monitoring and evaluation of all programs (Finance, Fundraising, HR, Administration and Logistics),
b. Responsible for proper planning of proposal budgets and financial disbursement of projects,
c. Manage the day-to-day operations of the support program on a fultime basis, reporting to the Executive Director,
d. Provide line management supervision to the staff in the support division,
e. Responsible for ensuring proper coordination with the program division on project-related issues,
f. Responsible for finalizing financial reports for the purpose of submission of reports to donor agencies, in consultation with the Program Coordinator,
g. Responsible for ensuring that all financial reports are submitted to Karina's executives in a timely manner,
h. Ensure that appropriate and sufficient support is given to program division, fund-raising, human resources and administration,
i. Advise staffs on the policy of the program under his/her responsibility,
j. Ensuring the achievement of support program outcome and output,
k. Oversee and support the staffs to ensure high quality of programs deliverables and timely submission of reports,
l. Ensure that the program is implemented ia a gender sensitive and participative way,
m. Regular and consistent communications and updating of financial reports with all stakeholders, as required,
n. Ensure that all financial reports are transparent, accountable and implemented in accordance with Caritas' Guiding Values and Principles, and
o. Perform any other tasks related to support management, planning and implementation.

KNOWLEDGE, SKILLS and EXPERIENCE:
Essential:
a. Minimum S2 Degree in Finance and Accounting,
b. Experiences in financial and human resources management, in particular related to finance, human resources, administration and logistics,
c. Competency and strong knowledge on financial issues in relation to allocation of project funding, variances on project disbursement and reporting to multiple donors using different currencies,
d. Skill and experiences in analyzing financial statements,
e. Sets clear performance goals and standards, execute responsibilities accordingly,
f. Plan, prioritize and deliver tasks on time,
g. Excellent communication and inter-personal skills, relationship building, leadership, diplomacy, tact and patience,
h. Participate effectively in team based, information- sharing environment, collaborating and cooperating with others,
i. Fluency in both English and Bahasa Indonesia, both written and orally,
j. Excellent written and oral communication skills,
k. Relevant tertiary degree,
l. Experience and knowledge of managing development funds including submitting proposals, reporting on and acquitting of funds,

3. Job Title: Capacity Building Officer (Location: Jakarta)

DESCRIPTION OF THE DIVISION:
The Capacity Building Program Division is comprised of three areas: organizational development, project cycle management and financial management.

REPORTING TO:
The Capacity Building Officer will report to the Program Coordinator.

CONTRACT DURATION:
The contract will be for a one-year period.

KEY RESPONSIBILITIES:
The Capacity Building Officer is responsible for the overall effective and efficient coordination and management of KARINA's capacity building program in Indonesia, responsible for leading, implementing, monitoring and reporting on all process of developing modules and training programs. In addition, he/she must ensure best practices in all program areas with a strong commitment towards Caritas Internationalis' Principles and Values and an understanding of the role of the Catholic Church in emergency and development activities.

TASKS:
Program Management:
a. Develop and manage the planning, implementing, monitoring and evaluation of the capacity building program for organizational development and project cycle management,
b. Supervise, report and evaluate on the capacity building for financial management project,
c. Responsible for proper planning of proposal budgets and financial disbursement of projects,
d. Responsible for finalizing reports for all projects under the capacity building programs,
e. Advise project officer on the policy of the program under his/her responsibility,
f. Oversee and support the project officers to ensure high quality of project deliverables and timely submissions of reports,
g. Ensure that the program is implemented in a gender sensitive and participative way,
h. Provide capacity building to targeted Dioceses on the relevant needs of the Dioceses,
i. Regular and consistent communications and updating of project development to donor partners, as required,
j. Ensure the program is implemented in accordance with Caritas' Guiding Values and Principles, and
k. Perform any other tasks related to capacity building, planning and implementation.

KNOWLEDGE, SKILLS and EXPERIENCES:
Essential:
